Isaiah 22:1-14

The first part (to verse 8 ) refers to Babylon, Judah’s ally in 2 K. 20:12 and Is. 39:2, which was captured by Sennacherib in 703 BC, leaving Judah defenseless. Vs. 8-14 refer to Jerusalem. A Babylonian location is shown by the fact Qir (probably Der) is mentioned, and the fact the wall building and waterworks (Hezekiah’s tunnel) in vs. 9-11 are long term, requiring years to complete.
